Solar’s signal problems, the PBA’s delayed reaction, and the league’s next TV deal

If you’ve been active on Twitter, you might already be aware of the reaction of PBA fans about the ongoing technical problems of Solar TV and how it has been affecting the broadcast of the games. The network’s troubles started last October 15, when the first game between Alaska and Rain or Shine experienced intermittent broadcast interruption, while the second game between Meralco and Talk N Text was not broadcast at all.

Technical problems and intermittent signal have marred the last few broadcasts of PBA games on Solar TV, and this weekend, Commissioner Chito Salud finally issued a statement to the media about the problems. As several outlets reported, Solar was fined P3-million by the PBA, while Salud decried the network’s lack of action: “It is unfortunate that no one from Solar is taking charge. The PBA and its fans are utterly disappointed.” For its part, Nitoy Nocos of Solar TV told the Manila Bulletin “they will wait for the PBA’s decision, but pleaded for consideration.”

One has to wonder why the PBA took all of two weeks to raise hell about Solar’s deficiencies. Failure to broadcast the game, in full or in part, is a critical incident, and should have been treated as such.

In any other industry, a customer (in this case the PBA) and the service provider (Solar) would have gotten together immediately after the problem is resolved to do a post-mortem analysis meeting. It usually starts with a detailed incident report of the problem, so that everyone in the room would know exactly what was wrong. The people in the room formulate recommended steps to make sure the problem doesn’t occur again, as well as a timetable for the implementation of each recommendation. Usually, this is where penalties are discussed and levied as well. Also, both parties usually assign point persons to handle communication, to make sure recommended steps are followed, and to be accountable for any further incidents.

I’m not sure if these actions were taken by the PBA and Solar, but from the reports that have come out, this doesn’t seem to be the case. Meanwhile, PBA fans remain helpless about the situation.

(UPDATE: As James Ty III pointed out in the comments, Solar told Business Mirror today that it had replaced its satellite encoder that was causing broadcast glitches.

But here’s a bigger WTF for ya: “Salud will also seek an explanation from Solar Sports as to why PBA Phoenix Fuel On Tour out-of-town matches on Saturdays are not being shown live on Solar TV (Channel 9).” The PBA commissioner didn’t know why?! The PBA has been back for a month and a half now!)

These broadcast problems are ominous for the negotiation of the PBA’s next television deal. The current contract between the league and Solar runs until 2011, and with the shortcomings of the network, it’s easy to say that the PBA should dump its current partner and go with another TV station.

But it’s not that simple, because the landscape of television today is changing with the emergence of TV5 as a major player in the network wars. That would probably leave them out of the bidding for the next PBA contract, since TV5 probably wouldn’t want to pre-empt Willing-Willie for the PBA.

The last round of bidding also exposed Studio 23 as a less than viable option for the PBA, given that the channel, which is broadcast over UHF, doesn’t have the same reach as VHF channels. And with ABS-CBN’s broadcast of the UAAP not doing well over its main channel, it’s unclear if the network would want to throw in a channel 2 broadcast of the PBA into any deal with the league.

There is, of course, GMA-7 and Q Channel 11, which has the money and the reach, but has little experience with broadcasting sports. There’s also the fact that Q is currently a female-oriented lifestyle network, so who knows how much interest they would to reformat and add the PBA. Then again, they have shown interest in the PBA in the past. (UPDATE: Jude Turcuato points out in the comments that Q is being reformatted into an all-news channel next year.)

And then there’s Solar.

The PBA has a very tough decision ahead of them next year, and for them to make the right one, Chito Salud would have to provide more hands-on leadership than he has shown so far.

Jaemark, Solar has issued a statement that came out in the Business Mirror today stating that they have replaced the defective satellite equipment responsible for the broadcast problem that happened last time. We'll see today if they have lived up to their word.

Regarding TV5, Manny V. Pangilinan, who is the station's chairman, may decide to move Willing Willie to noontime to accommodate the PBA.

As for QTV, I heard from a PBL coach that GMA's sister station is being eyed to cover the PBL games next conference vice Solar and BTV.

Thanks for the info James. Very interesting developments. Let me just share that Willing-Willie is doing very, very well in its timeslot, running neck-and-neck with TV Patrol in Mega Manila and trailing only slightly behind 24 Oras. I'm not sure TV5 would want to give that up for the PBA.

It will be difficult for Willie Revillame to move his TV5 show to noontime because he does not want to compete versus his old noontime show.

But since MVP owns TWO teams in the PBA (and soon, a third), maybe he can ask Willie to make that sacrifice to accommodate the pro league in Willing Willie's time slot.

But with the last three stations having no airtime for the PBA (7, 2 and 5), I think Solar will still keep the broadcast unless Bobong Velez revives Vintage and ties up with IBC-13 the same way Solar has a blocktimer agreement with RPN.

i really don't think they can move willie's show to the noontime slot. it would end up competing with eat bulaga. that may not sit well with vic and joey, who has their own shows at tv5...

naunahan na naman ako ni james sa comment. hehe... anyways, i think willie wouldn't mind competing with ch.2, considering that he has issues against them. but he may not want to compete with eat bulaga. that could start another "war" between him and joey, which may cause the latter to move out of tv5...

Hello there! I think Joey should stay with GMA because he is already overexposed, having too many shows on both Kapatid and Kapamilya Networks. Just my opinion, although I have nothing against him working so hard on TV. And besides, Joey's Sunday show House or Not is a little like Eat Bulaga as far as its format is concerned.

Shifting elsewhere, I hope the PBA gets a better coliseum barker. Other than Boyet Sison and Sgt. Mark of Energy FM, I don't like DJ Rob of I FM. Malamya siya and he keeps on saying "... for three!" He also keeps on saying "Nino Canaleta" and "Nelbert Omolon" instead of their nicknames KG and Bitoy.

the signal problem really is annoying. i was watching a recent ginebra game, and i think i missed more than a quarter's worth of play... but as you pointed out, moving out of solar won't be easy. studio23 seems to be the best alternative, but that's not even good enough. i guess we'll just have to hope that solar fixes this problem asap...

Can't the league just award the broadcast rights to 2 stations ala NBA? How can a PBA broadcast carrier prove that it is indeed giving good service or coverage when they dont have any to compare with?

It's not easy to do that because here in this country, TV is a business and it's a cut-throat competition. TV owners have their own business interests -- plus finances and ratings -- to protect.

Well, even in the NBA, the games are aired on only one free TV network. Today it's ABC, but before it was on NBC, and before that it was in CBS. The other stations broadcasting the games (ESPN and TNT) are basic cable stations.

I read in the Manila Standard that QTV is reformatting to a 100% All News Network so they would probably be out of the running for PBA rights.

Jude, QTV's programming is not clicking because the station looks more like a GMA 7 copycat. Even their News on Q is back to its Tagalog format after experimenting with an English format.

Even Studio 23 is now airing a lot of local shows like old Star Cinema Movies, My Girl (the Kim and Gerald remake), a Tagalog newscast with Anthony Taberna and DZMM Teleradyo.

SolarTv sucks. Kung ano kinalakas ng volume ng Qtv, yun naman ang kinahina (inaudible, static, horrific treble, etc) ng CH9. I'm watching today's game between Powerade and Air21, ayan wala na namang sound. I wonder how they even generate any revenues 'cause I'm not seeing any branded commercials in between shows. Puro program plugs! Mukhang sa block time lang ng PBA meron (NBA rin pero puro KFC?!). I think yung pinanggagastos nila sa airtime eh yung kinita pa nila from Pacman's fight broadcast, which hindi rin kagandahan when you're bombarded with 55 mins of ads against 5 mins actual show.

I like TV5 chances getting the broadcast rights back. With MVP nothing less. I don't think Willie can dictate as much as he did when he was in 2. Si mVP bumuhay sa kanya, so it wouldn't be much of a problem if he is asked to adjust his show for the PBA, if ever.

Noreally, I agree with you that TV5 will allow Willie to change his time slot. Besides, I mentioned earlier that Joey de Leon must leave TV5 because he is already over-exposed.

As for Solar lacking commercials, it's understandable because it is just a blocktimer on RPN. It's a sequestered channel and no one is interested in buying that station.

Actually, SolarTV runs all the shows in CH9 (except local newscast).

TV5's really aggressive on marketing itself with all these new programs to rival the leading networks. I see no reason why they wouldn't want the PBA back.

The PBA tried putting up its own TV show, iPBA, before, with Asia Agcaoili as host and it bought airtime on ABC to air it before the first PBA game.

The show ended when Eala stepped down as commish.

If the league is financially sound, puwede naman itong gawin muli.

I prefer the PBA for ABS-CBN. They have experience in broadcasting professional basketball games. By now, they already know what works and what doesn't (with their experience with the MBA).

As I have mentioned, it's impossible for the PBA to move to ABS-CBN. Their Channel 2 has no airtime for the PBA and their Studio 23 has limited nationwide reach. Meaning, it's only in Metro Manila that you get to watch that channel.

and lastly since ABS CBN na to, pwede na sila magpublish ng Basketball magazine monthly na ala SLAM Magazine. - pwede nila include sa feautres nila ang UAAP/NCAA.

hindi naman nila kukunin yung timeslot ng mga telenobela sa mother network, so basically pag live telecast nasa studio 23, but irereplay nila to sa mother network ng late evening. :) this sounds ok for me, I don't know sa iba though.

I agree with you. No matter how he proposes, the bottom line is that ABS-CBN will never allow the PBA to be shown on Channel 2. As I posted, the stations now go after profit more than quality.

Kung taga province ako and hindi ako abot ng signal ng Studio23 para sa live coverage ng PBA, hindi ako magpupuyat hanggang 3 am para sa replays. Sorry bro, that idea is not so good. Kung ako tatanungin, mas ok sana kung sa QTV ch 11 na lang, Maganda ang reception...Imposible na kc sa chanels 2, 5 and 7 because of the competition. And if totoo nga yung sinabi ni James Ty na magiging all news chanel nga ang QTV, wala tayong magagawa kundi magtiis manuod sa bulok na chanel 9.

I cannot blame you, Eric. Channel 9 is a sequestered channel kaya Solar can only do so much, being a blocktimer. Ayaw kasi ni PNoy na ibenta ang Channels 9 and 13 para maging maganda ang kompetisyon sa TV.

As I said, we have to live with Solar as the PBA's broadcaster. Today's TV is filled with plenty of copycat shows because all the networks care nowadays are money and ratings.

I agree James, profit is the most important thing for these stations. My only advice to the PBA fans is to keep on supporting the league regardless of the TV station. Better yet, if you are a resident of Metro Manila, try watching it live in Araneta.

For me kasi, no matter where you place PBA, i will still watch the games because PBA have been part of my life since I was a kid.

Imposible naman ang sinasabi mo.... first, PBA board wants to put live games on ABS-CBN but the network demands that all games should telecast on studio 23. Basically, if you put replay games on channel 2, walang manonood.

PBA cannot move to Channel 2 or 7 because it will take most of its shows on primetime; news and teleserye's/fantaserye's.

Also, TV5 cannot force Revillame to transfer his show to 12 noon beacuse Joey DeLeon and Vic Sotto threatened they will leave their respective TV5 shows if Willing Willie is pitted against Eat Bulaga. It's the precise reason why the noontime show is in the evening slot.

So, what are the best option/s for the PBA.
1. Stay and be satisfied with what SOLAR TV 9 can offer, or they can ask for some improvements;
2. They can gamble with QTV 11 which i think has a better TV reception quality than Solar. I'm from Metro Manila but i still get crappy audio and video signals on PBA games, which as a viewer sucks.

If you ask me, i think QTV11 would be the better option. Solar's situtation will not get better, it will only get worse while QTV as sister station of GMA7 has a lot of potential to do well and have a lot of resources.

Good points. But the problem I see is that QTV is more of a women's channel. And as Jude Turcuato mentioned, GMA has plans of turning Q into a news channel.

That means your number one option is the one we have to live with.

Actually, we live in a "healthy" competition. "Healthy" in terms of money and in terms of ratings. Sadly, the worst thing is we tend to choose to watch programs because of the popular artist and love teams who always promote their "non-sense" drama, not the story, the concept and the climatic flow itself... Ang mga teleserye kasi kapag nakakuha ng mataas na rating eh pinapaulit-ulit o ginugulo yung istorya. At saka pag pumatok tapos natapos tapos ire-revive. Eh paanong magiging mapanuri yung tao because of the profit. And that's affect the PBA. If giant networks will think not for the profit but for the sake of the PBA fans, i'm sure it will bring back its lost glory...

Starting this Sunday, TV5's Paparazzi will go head-to-head versus Showbiz Central, The Buzz and the PBA Games on the 4 pm time slot.

This means that TV5's chances of getting back the PBA games are slimmer than slim.

Watched the delayed telecast of the meralco alaska game. All i can say is the coverage really sucked!
Nawawala yung picture pero may boses, ano ba yun?

Even the commentators are so awful! Mico Halili and Gino Rufino are the worst sports commentators in the world! They would always say "back in the day." They better look for a time machine and bumalik na lang sila sa lumang panahon. Si Gino Rufino walang kalatoy latoy. Sobrang daming times na may parang lull as in quiet lang.

PBA should really think about this one.

Mico and Jinno covered the game from the Solar studios in Antipolo and not live at the venue itself. This is another problem when it comes to Solar's telecast of the provincial games.

I used to go with the PBA provincial games and I got an allowance as sportswriter pero ngayon, wala nang badyet for the PBA to bring the media people to out-of-town games.

You have no right to question my job as a sportswriter. I don't receive any allowance from my tabloids because I'm just a correspondent. The PBA gives me allowance for transportation purposes.

Going back to the topic, Rick Olivares told me that the problem is that the PBA and Solar don't really sit down and talk about the problems regarding the coverage. I think both parties should assess their contract and talk about whatever steps may be needed to improve the coverage.

Remember that Solar is the only broadcaster right now willing to gamble on the PBA. The other stations are more interested in ratings and money.

Solar Sports is looking for a TV network that is willing to take over coverage of the PBA games in the next two conferences of the on-going 2010-2011 season following a reported decision by Solar TV to totally reformat its programming on RPN 9.

The Inquirer learned that Solar TV is also planning to move its NBA and boxing shows out of Channel 9 but whether or not these shows will be offered to other networks is unclear at this time.

Sources said Solar Sports is looking for a third party to take over the coverage of the PBA’s games and provide the airtime for the telecast of the games on Wednesdays, Fridays and Sundays and out-of-town games on Saturdays.

Solar Sports executives headed by CEO Peter Chanliong are expected to hold discussions with ABS-CBN on Thursday followed by meetings with GMA 7 and ABC 5.

However, the Lopez network, which currently telecasts both the UAAP and NCAA games, is unlikely to enter into any agreement to assume the coverage for the remaining two PBA conferences unless Solar also turns over its optional rights at the end of the current franchise to ABS-CBN.

The Lopez network is unlikely to accept a takeover unless the PBA board of governors guarantees ABS-CBN a longer term contract which would make an investment in the pro league coverage viable and worthwhile.

Commissioner Chito Salud said “no formal notice has been received by the PBA office regarding this matter,” adding “that in any event the primary concern of the board is to make sure that the PBA games will continue to be aired for the rest of the contract of Solar.”

The franchise fee for the 2010-11 season amounts to P170 million.
